Establishing & Strengthening Disabled Persons Organizations in PNG
Persons with disability in Papua New Guinea lack the leadership, organization and awareness to advocate effectively for their needs. They are often excluded from political, economic and social life even when families care for their home needs. This situation is exacerbated by the lack of a coherent and enforceable law to promote and to protect the rights of Persons with disability.
This programme will seek to work at the national level to advocate for and facilitate for the establishment of a disability act and the implementation of UNCRPD. At provincial level it will support and train DPO activists for their role and at local level will support the DPO to deliver awareness and advocacy messages and to recruit new PWD's to their ranks. As part of this process it will also consult PWD's about their needs and rights protection to inform the legislation process.
To date disabled people have been unable to play an active role in their own development because:
The first stage in the development of an organizational structure to address these gaps is the basis of this project and that is through strengthening and empowering people with Disability program. This project is deliberately targeted at DPO establishment and strengthening with a practical focus on advocacy and raising awareness of the UNCRPD and other important policies.
More specifically, the four objectives of this project are:
The overall goal of this project is to ensure that persons with disability rights are recognized and included in all development agendas as equal citizens of this country and they can be included in all development and be part of any planning decision making processes.

- There has been no effective organization of persons with disability.
- Poor national leadership has failed to build a structure for the representation of PWD views and an organization that engage in planning and reach to rural area.
The first stage in the development of an organizational structure to address these gaps is the basis of this project and that is through strengthening and empowering people with Disability program. This project is deliberately targeted at DPO establishment and strengthening with a practical focus on advocacy and raising awareness of the UNCRPD and other important policies.
More specifically, the four objectives of this project are:
- To establish provincial DPO in five selected provinces, in collaboration with the Department for Community Development
- To provide training and wariness on the PNG National Policy on Disability and its linkages to the UN CRPD to assist communities advocate on behalf of persons with disability
- To support PWDs capacity for self-sufficiency by networking with existing service providers and NGOs in the provinces to train and up-skill PWD on economic empowerment and self-education.
- To support PNGADP strengthen its organizational capacity as one reliable hub for the provincial network and for advocacy purposes.
